Foreigners: operating and licensing in Romania

Romania follows the CEPT recomandations;

NOTE: In the following sentences, the term ANC is standing for National Authority for Regulation in Communications, shortly is the romanian correspondent for the FCC in USA.

Excerpts from the romanian Amateur Regulation:

Art 30.
(1) In order to be registered to exam, the applicant should submit a registration form, available on the site of ANC, together with the following documents: a) copy of the passport, b) a 3x4cm passport-type photo, c) bill proving the payment of the examination fee; with at least 15 days before the examination date.
(2) At the exam, the applicant has to show the passport.
(3) ANC will give away the "admitted" certificates only after presenting the bill for "stamp fee", paid in the account of the local council in the town where the exam was held.

Art. 34.
(1) Amateur activity and use of amateur equipment is allowed only to individuals licensed by ANC.
(2) License is nominal and has 5-year validity.
(3) The individual license can be emitted to any person that has an "Amateur Certificate" obtained in Romania, or to any person that has an Amateur Certificate obtained in any country but recognized by CEPT, based on a request form available on the site of ANC together with the following documents: a) copy of the passport, b) copy of the foreign amateur certificate, c)a recent 3x4cm passport-type photo, d) bill proving the payment of the fee for allocating a callsign
(4)The copies of the documents mentioned at a) - b) will be legal-stamped or be together with the originals.
(5)The local branches of ANC will give the licenses in maximum 30days.


SECTION4: LICENSES EMITTED BY OTHER AUTHORITIES

Art. 42 – Amateurs from countries that adopted the CEPT T/R 61–01 or CEPT ECC 05(06) recomandations, can use their CEPT-equivalent licenses in Romania.

Art. 43 – (1) Amateurs from countries that signed reciprocity conventions with Romania can use their home licenses in Romania. (2) In this case those amateurs must notify the local branches of ANC in the area where they intend to work for the longest period of their stay.(3) The notification will be done using the form available on the site of ANC, annexing the copy of the licence obtained in the home country.

Art. 44 – (1)Amateurs from countries that adopted the CEPT T/R 61–01 or CEPT ECC 05(06) recomandations but their personal licence is not CEPT-compliant, also those amateurs whose countries did not signed conventions with Romania, they can work after obtaining a licence from the local branch of ANC where they will live the longest period of their stay, according to the rules in the present Regulation.
(2) The request form used for applying for(1) can be found on the site of ANC, will be registered at the local branch of ANC with at least 30 days before the beginning of the intended period of amateur activity, and will be accompanied with the copy of the amateur license obtained in the home country.
(3) The validity period for the license obtained as in (1)and (2) will be established according with the length of stay in Romania, and will be not longer than 5 years.

Art. 45 – Foreign amateurs can work mobile or portable using the following callsign pattern: YO/own_callsign/M or P, accordingly; this includes the activity when the transmitter is powered from the power network in a fixed temporary location.
